Cross-border restructuring and insolvency between Hong Kong and other regions in China has become increasingly common and complex. Effective administration of such cases requires mutual understanding of each other's legal framework and practice. The aim of the Seminar on Beijing-Hong Kong Corporate Restructuring and Liquidation is to promote a greater understanding and co-operation amongst officials and practitioners in this field.
In 2002, the Beijing-Hong Kong Corporate Restructuring and Liquidation Joint Working Group (the "Working Group") was formed under the auspices of the Insolvency Interest Group Management Committee with a view to facilitating cross-border restructuring and insolvencies. It has since organized regular meetings in order to promote general interchange of ideas and information between officials and practitioners from both Beijing and Hong Kong .
The idea for this Seminar originated from ad hoc meetings between members of the Insolvency Interest Group Management Committee and representatives from the Beijing Municipal Bureau of Commerce (formerly known as Beijing Municipal Foreign Economic Relations and Trade Commission).
Members of the Working Group include Ms. Jin Yi Yan, Director Solicitor of Beijing Tianzhong Law Firm ( 北京市天中律师事务所金伊燕主任律师 ), Mr. Li Ya Ping , Vice Section Chief of the Beijing Municipal Bureau of Commerce ( 北京市商务局李亚平副处长 ) , Mr. Alan Tang of Grant Thornton, Mr. Johnson Kong of BDO McCabe Lo, Mr. Raymond Lau of Lovells, Mr. George Wong of Ferrier Hodgson, Mr. Kenneth Chen of RSM Nelson Wheeler Corporate Asia Group and Mr. Howard Lam of Allen & Overy.
Last October, the Working Group organised a similar event in Beijing that formed part of the official 7 th Beijing-Hong Kong Economic Co-operation Symposium. This was a great success and was attended by over 50 representatives from both cities. Building on this, we hope and expect that this year's seminar will attract even greater interest among key people in the industry.
We are honoured to have invited Mr. Zhao Xin Xin , Vice Director of the Beijing Municipal Bureau of Commerce ( 北京市商务局 赵昕昕副局长 ); and Mr. Li Ya Ping; Ms. Liu Qing , Section Chief of the Beijing Administration for Industry and Commerce Foreign Investment Administration Department ( 北京市工商行政管理局外商投资企业管理处刘清处长 ) ); Ms. Jin Yi Yan; Mr. Christopher Page of The Hongkong and Shanghai Banking Corporation Limited, PRC judges, professors and practitioners to be speakers and honoured guests at the Seminar. We hope to include someone from the Official Receiver's Office as one of the guest speakers.
